This study drew positive and negative factors from analyzing operational conditions in the Doheung Melon Vilage in Sungjoo and the Joow angsan Cybertown in Chungsong, two excelent cases of MOGA(Ministry of Government Affairs and Home Afairs)-led information network vilages. It then proposed development plans for those vilages. To do this, authors had i nterviews and on-site observations, and utilized unpublished data. The propos ed developmental model of the village is composed of four steps: i) developing and operating a foundation; ii) developing methods; iii) goal attainment; and iv) reforming ways of thinking. The village expands, circulating the blessed circle that links between the first and final steps. Organized forces also lead the circular development. Importantly, an income increase, a goal attained by e-commerce, is a major link and a catalyst that stimulates information mind, entrepreneurial mind, and willingness to be participated. However, this study emphasizes that more strategic plan is to reenforce community building as well as an income increase.

Government documents are changing from paper-based to electronic form. Electronic records have problems inhered in the step of transferring them to permanent preserve place such as the nature of electronic media. the fragility of electronic records. the manipulability of electronic records and security issues, technological dependence, and the context of records. By reviewing the guide for transferring electronic records to NARA of United States, not only how to solve the above problem in transferring electronic records, but also how to technically preserve electronic records indefinitely. and how to guarantee the accountability of public servants, the access to electronic records, and the availability of electronic records as an information resources are referred. And the standardization of electronic media transferred is addressed as an important approach in the electronic record management.

In this study problems of administrative audit and inspection which is one of audit systems for local self-government organizations will be presented and counter-measures will be devised. Throughout this study we will summarize existing documents comprehensively, analyze the report of administrative audit and inspection, identify problems of it and come up with the alternatives systematically based upon the analysis of previous documents. Measure and objects: Reports of administrative audit and inspection of Chonnam Province at the metropolitan self-government organizations and reports of administrative audit and inspection of Mokpo city at the fundamental self-government organizations will. be analyzed. In spite of a series of policy execution of the Korean governments to balance development between Seoul-metropolitan area and other areas, social, economical, and cultural inequalities between the two regions have been deepened. It is expected that the evolution of information society, which prompts the widespread use of computer and internet, could make balanced development between two regions possible, guaranteeing the equal opportunities for the people of the non-Seoul region. Information equality could be measured in three dimensions: computer and internet access, information usage, and computer use capability. The balanced development between the two regions could be possible when, between the two regions, the digital divide in three dimensions get narrowed. This paper analyzes two set of data surveyed in 2001 and 2004 in order to get ideas whether the digital divide between two regions has narrowed as policy makers expected. Although the rate of computer and internet use and other index has grown in both regions, this study shows that digital divide still exist in a significant way between two regions.

A Developmental Cultural Sightseeing Policy for an active of regional economy makes a demand of Strategic Approach. This strategic approach is matching a local governance by bargaining between business network on input/output industry and global sightseeing. What is call, this study compared with analytic survey results of local governance on developmental cultural sightseeing. Findings of this analysis requires strategic alternatives for an active of regional economy with Local Problems-Solving. That is matching among Chunnam’s sightseeing, business network on input/output industry, and local governance. This strategy for local problems-solving have ‘a tourism commodity with speific character’, ‘environmental developments of cultural sightseeing’, ‘a matching between cooperative network and local governance’, ‘place marketing on productive cultural administration’, ‘a fomulation of cluster through regional network that working together on Agriculture, Livestock Raising, and Fishery’. For that reason, Chunnam’s Strategy is matching between business network and local governance through cluster fomulation to boom by stock and flow on regional resource.

Author studied passenger ship accident occurred in our country from 1984 to 1993 and representative big three accidents from the perspective of policy non-compliance. Author found a few facts from this study. Firstly, accidents in Korea occurred periodically almost every year and those were caused by almost same reasons. Secondly, there was a policy non-compliance to the safety regulation given by government and related agency. Thirdly, policy non-compliance was learned and reinforced by successive weak punishments and little rewards. Fourthly, cultural factors were indirect factors of passenger ship accident. Cultural factors causing case accidents were as follows. Cultural factors were peace-at-any-price principle, formalism. escape-crisis-for-a-moment principle, fan administration (quickly-attentive-but-quicklyforgotten principle), Hawthorne effect, corruption, absence of safety consciousness. Author stressed that education and enlightenment activities which could impove Korean safety culture were necessary.

In recent years, the perception of culture and arts has changed from the common people’s enjoyment to an important variable for economic development. Particularly, culture and arts have been used to tum economically. socially, and environmentally declined cities into new image possessed cities such as a cultural city. In many old industrial cities of western European countries, the use of culture and arts has become an increasingly significant component of economic and physical regeneration strategies. Especially, many cities in Britain have adopted culture and arts as a way of escaping from urban decline. A typical example of British city using culture and arts as a means of regenerating urban decline is a Scotland city, Glasgow. The city faced with massive economic and social decline In the 1960s and 70s. However, Glasgow has used culture and arts to change the overall image of the city to a cultural city which led to sustained urban development. The city of Glasgow is one of the best examples for the application of culture and arts as a means of urban development strategies through the circulation system of urban regeneration. This study attempts to illustrate the process of Glasgow’s overall regeneration effort.

Due to the lack of indigenous R&D capabilities, most of Korean small businesses do not have sustainable competitive advantages. To enhance technological capabilities of small businesses, the technological cooperation with the government sponsored research institutes (GSRIs) is increasingly important. To identify the nature of technological demands of small businesses and the structural problems of GSRIs’ technology supply, this study analyses the survey data from 1,077 small businesses and 373 research scientists in 13 GSRIs. The analysis shows that the most of small businesses require production technologies and engineers which are immediately applicable to their on-going businesses, and that the expected role of GSRIs is to be a catalyst coordinating the R&D collaborations among the local small businesses, local universities, and public research institutes. Finally. this study suggests GSRIs to set up an integrated technology service center for the small businesses in the regional innovation clusters.

This paper examines the problems related to the realization of the office management system and suggests some alternatives for the effective settlement plans of it. It utilizes opinion researches to analyze the society of government workers and survey data collected from the several public institutions scattered in Choongchungnam-do and its vicinities. Research findings contend that, among four factors related to the effective office management system, the document integration is an major problem for the successful improvement of the office management. This inquiry suggests that transformation of the fundamentals of organizational culture and reeducation programs applied to the public workers are essential ingredients for the successful implementation of the office management.

This article analyzes the problems of anti-corruption policy in the field of national defense, and intends to suggest some implications to solve them. First of all, there is an obscurity about what is the definition of corruption-for example, whether the general soldiers are included to the range of military officials and whether the evasion of military service is a corruption or not. Second, continuing and recycling corruption implicates present anti-corruption policy should be improved. Thus, approaching to solve these problems, we need to clarify what is the corruption and why it is occurred in the field of national defense. In this context, this article classifies the types of corruption in the field of national defense into six orders and then evaluates respectively the problems of anti-corruption policy relating to the case of continuing and recycling corruption. The results of analysis suggest some needed devices for the improvement of the anti-corruption policy in the field of national defense as follows: enhancing anti-corruption education for the public officials, intensifying protection for the whistleblowers, appropriate punishing for the corrupt officials. revitalizing participation of civil or non-governmental organization, increasing information disclosure.

This article debates on bureaucratic corruption and its causes in North Korea.. Compared with capitalist countries, the scale of public sector in North Korea is structurally very large. Recent years, there has been growing public recognition and discussion of the problem of bureaucratic corruption in North Korea. The aim of this study is to analyze the types and the causes of bureaucratic corruption in North Korea. This paper empirically analyze factors of corruption, such as (ⅰ) socialist political system, (ⅱ) economic crisis, (ⅲ) nepotism etc. As a result of empirical analysis, bureaucratic corruption regarding socialist political system is very prevalent and serious in North Korea. And North Korea also reveals the seriousness of bureaucratic corruption as a consequence of economic crisis. But bureaucratic corruption regarding cultural factors, such as nepotism is not serious in North Korea.
